The desktop presets are designed for Lightroom Classic desktop version (OSX / Windows).
The mobile Presets are designed for the free mobile app Lightroom CC.
MOBILE PRESETS : You don’t have to subscribe to Lightroom to use the presets on your mobile. I give you a tutorial to install them manually in the app (which is free)
DESKTOP PRESETS : You need a version of Lightroom between LR 6 and LR CC to use the presets on desktop
Yes ! You can get our mobile presets. They don’t require a computer, you can install them directly from your phone.

Shooting in RAW is recommended as it gives you access to all of the data within the photo. The presets will work fine on JPEG images, which includes phone photos.
Unfortunately not as presets are a digital item and once you receive them, technically they cannot be “returned”.
You will still own them and have them downloaded.
